About UMPC

UPMC Health Plan is part of the UPMC integrated health care delivery system, one of the nation’s top-ranked providers. Headquartered in Pittsburgh, Pennsylvania, UPMC Health Plan delivers high-quality, affordable care to more than 3.9 million members across Pennsylvania and surrounding states. Its mission is to improve the health and well-being of its members and the greater community by offering a full range of health coverage, including Medicaid and long-term care programs like Community HealthChoices (CHC).

To better support that mission online, UPMC needed a more modern, accessible digital presence for both its Medicaid and CHC websites. The new sites would serve members in both English and Spanish, provide essential service information, and establish a scalable CMS platform that could support future health plan websites.

The Challenge

The existing Medicaid and CHC sites were outdated, hard to update, and lacked a consistent content structure. Editors faced long delays for publishing updates, and there was no native support for managing multilingual content.

Additionally, the sites did not meet current accessibility standards and relied on manual processes that hindered efficiency. UPMC needed a centralized platform that could streamline content management, support Spanish and English, and scale to serve more audiences over time.

Our Umbraco Upgrade Approach

ProWorks delivered two fully rebuilt websites on Umbraco version 8 for UPMC Medicaid and one for Community HealthChoices. Both sites were built using Umbraco’s multilingual Language Variants feature, allowing UPMC teams to manage English and Spanish content side-by-side in a single interface. The component-based structure empowered content editors to build pages using flexible, reusable blocks while supporting content scheduling and approval workflows.

Accessibility and compliance were core to the project. ProWorks implemented WCAG 2.1 AA standards and configured environments that supported UPMC’s internal approval processes, including compliance, legal, and DHS reviews. The front-end was developed using a mobile-first approach, ensuring fast performance and clean usability across device types.

As a future-proofing step, the solution was designed so UPMC could reuse this architecture to spin up additional health plan sites as needed, saving future development time and maintaining brand consistency across properties.
